Bill Rusteberg
Bill has been involved in the insurance industry since 1973 specializing in self-funded employee health and welfare plans. As an industry recognized thought leader Bill provides fee based consulting services to third party administrators, plan sponsors and the brokerage community.
Bill started his 50 year journey through the insurance industry as a Blue Cross Blue Shield of Texas sales representative. His responsibilities included managing the University of Texas and the Texas Hospital Association accounts as well as other key accounts.
Bill left Blue Cross in 1982, establishing an independent brokerage specializing in group medical plans including association sponsored health plans. His brokerage grew to include offices in San Antonio and the Lower Rio Grande Valley staffed with 9 full-time employees.
In 1988 Bill established a successful wholesale insurance brokerage on behalf of a Minnesota insurance company. His brokerage contracts subsequently expanded to include several nationwide METs. His offices quoted an average of 200 prospects a week facilitated by using rre-programed “floppy disks”, producing detailed multiple carrier spreadsheets with rates for insurance agents and brokers in a five state area.
In 1996 he established RiskManagers.us, a fee based insurance consulting firm working directly with health entities, medical providers, and businesses to identify and develop cost effective benefits packages, emphasizing transparency and fairness in direct reimbursement compensation methods.
Bill has spoken nationally on the imploding health care delivery system in this country, walking his audience through the complicated maze of the American health care delivery system. He exposes industry secrets that drive costs by outlining specific findings not generally known to Plan Sponsors. Bill offers common sense solutions to ever increasing health care costs. Armed with the knowledge industry insiders have kept hidden for years, Plan Sponsors are, for the first time, empowered to negotiate with insurance companies, managed care organizations and other third party intermediaries from a position of strength and can better achieve cost effective health care for their employees while often improving benefits at the same time.
Bill is a licensed Risk Manager, Life & Health Counselor, Property & Casualty / Life & Health Insurance agent and Surplus Lines broker in Texas. He holds reciprocal licenses in several other states. Bill resides with his wife on their ranch in DeWitt County, Texas.

Plan costs, in all areas including fixed expenses and claims are open for review on a continuing basis. Cost effective plan administration and equitable benefit payment to providers are paramount to fulfilling our mutual fiduciary duties.
